Single campers not allowed

Has anyone come across this rule on any other UK sites?

I understand that some campsite owners don't welcome large groups/same sex groups to avoid stag nights and parties etc., but what reason could there be for banning single campers?? Seems very odd to me and not something I have come across before.
 
I have heard of a case on one site where an elderly couple were in the caravan when the husband fell ill. Lucky the wife was able to raise the alarm and contact the warden for assistance. I suppose they could use this as an excuse for no single campers?
 
I suppose if a campsite charges for the vehicle + for each person then they get less from a single camper than a couple. Could that be the reason, maximising profit / pitch?
 
I suspect it is entirely a revenue driven decision. They wish to charge per person, and a single person in a unit takes up the same space at two, so their potential revenue is halved. Simples!
 
There was a site on the Italian Riviera that was similar, but minimum occupancy was 3 persons and 2 weeks in August.
You could book for any period upto 14 nights and for 1,2 or 3 people but you were charged for 14 days and 3 people.

I'm currently on my own, and I've never come across this before - fortunately! The last few times I've been away in the Cali to campsites, I was meeting friends on site, but I booked as a single occupant and has never been queried. I also suspect it's usually a monetary issue - not a safety one - which is indeed sad :(
