Importing T4 Westfalia California into New Zealand - Low Volume Certificate?

I am importing my T4 Westy into NZ and have been asked for Low Volume Certificate. Can anyone help?

Hi all, I have been posted to New Zealand and am importing my 1996 T4 Westfalia California Coach into the country. Having finally achieved (purchased) a Statement of Compliance, the next blocker from the NZ Vehicle Inspectorate is that they want a Low Volume Certificate, as they don't believe that VW manufactured the Westfalia California as new and believe that the vehicle is a conversion. I have provided the online sales brochure, but the NZVI is refusing to accept this as it is in German (strangely enough)! Does anyone have a [scan of] a brochure in English - or any experience of this problem? Thanks!

They could be correct in their belief as Westfalia was an Independent company that converted VW vehicles that were then sold by VW through the VW Dealership network. VW did not build/convert these vehicles themselves.

Thank you for this, Welsh Gas, I had understood that VW part-built the vans, shipped them to Westfalia to fit out and then brought them back to the factory to finish them off before sale as a VW vehicle and meet the type testing requirements. A brochure in English would still be helpful!
 
It was sold as the VW Wohmobile California, with official VW manuals.

It was never sold in the UK (I'm sure you could get one if you asked nic£ly enough), so there is not a lot of English documentation out there. You might find some by searching for Eurovan Weekender, which was sold in the US (I think it was more akin to the modern Beach, lacking a kitchen)
