Large black handle / hook on multiplex board,what is it for ?

Just been playing around in the van trying different seating positions etc and noticed that there is a little black hook under the multiflex board, can someone tell me what that is for or am I missing something really obvious.

Strangely enough... it's meant to be for holding shopping bags upright... assuming it's the same as the one on the Caravelle multiflex board.

A solution looking for a problem in my opinion
