Plastic cover at base of wardrobe

I had need to open this cover while investigating a blockage in the water pipe to the shower outlet. Pictures I found in various threads looked straightforward.
However when I prised mine off, there was resistance - something was stopping me from lifting the plastic cover.
After various contortions I discovered that the blue water pipe was tightly fixed to the underside of the plastic cover, by a cable tie. I managed to cut this and gain access.
I’ve not noticed this on photos in other posts, I don’t understand why it was done in such an awkward way, and I can’t think why I would need to reinstate as it was.
Any thoughts?

I’m sure if you was to do that same job again you would find it a lot easier the second time around. It’s properly tied to stop it moving around and making noise.
