Poor paint adhesion with two tone paint

I have a 1969 Cali with two tone paint (white/blue).
I am seeing a number of instances where a small knock that doesn't even have the force to dent the body does result in the lower colour (blue) chipping off.
The underlying paint layer is the white paint.
The inference is that the blue paint over-spray is not adhering to the white paint underneath properly.

I have owned vehicles for over 50 years and never seen paint chipping with this ease before.
A visit to my local VW dealer meet with a dismissive attitude that this happens to all VW van paint.
I have also a VW Golf that recently had dozens of pretty significant dents put in it (a car crashed into our front garden and literally peppered the Golf with masonry fragments). None of these impacts resulted in paint flaking off.

Anyone else seen this flaking?

That doesn’t look right at all. In your position I would ask VW to agree to an independent paint inspection.

Definitely not normal. Ironically, we also had someone crash through our wall earlier this year, and the Cali was subject to flying masonry. Thankfully there was only minimal damage, a few scratches to one panel. The scratches went through the green paint down to the white, but no flaking, and given the size of brick fragments around the van we were very relieved.

Your photos show rubbed off paintwork at the panel edges, this is clear evidence of poor painting. VW should own the issue in my opinion.
 
We have also owned a 69 plate Cali Beach from new. Ours is also a factory order dual colour, also in Candy white over Starlight Blue. We haven't experienced any of the issues that you have experienced.

I know that these factory dual colour vehicles started out as Candy White before being pulled off the line for the lower half to be prepped, masked and sprayed. I also recall reading that this process is done by hand and not by automated spray robots. Whether that's true or not, I just don't know. However, your issue would suggest a lack of preparation before applying the lower colour. How you would prove that is another matter.

We had a chip put on the drivers door of our dual tone whilst it was in with VW for its first bellows replacement. Fortunately no dent, and looked like it was probably somebody opening a door on it, but a jagged edge to the chip made it look like the paint was soft and had just been scrapped off rather than a material hit. Never did find out what had caused it, but at least they repaired it free of charge (when it went back in for its next set of bellows!). To your point, it did look like it had come off too easily, but then again without seeing how it occurred it’s hard to be sure. Fortunately no further issues, thus far …….
