If you've bought a Cali that hasn't had the food fix done how much of a PITA is it to get VW to do it now?

Think you need to elaborate. Age of Cali and what fix are you referring to? If it’s corrosion there are 2 areas, the lifting section which is subject to a “recall” and retro fitting of tape around the edge and the more serious corrosion of the front cap which if done under warranty is a major bodywork job.
When my front cap needs doing I may get it done by a body shop (just sprayed) rather than the VW job which requires major intrusive surgery And does seem result In a less than perfect solution ( leaks).

It’s 2015.

I thought there was a recall that needed to be done. Is it only for ones where corrosion has already happened or is there a fix that VW have done that prevents it happening again?

You shouldn't have any trouble with them agreeing to the fix. Just a very very very long wait to get the work done. 4 years for me.
