Stains on rear bumper

I had my van in for a service recently and soon after I noticed the rear bumper had a stains on it. I didn't check the van upon picking it up so that ship has sailed. So I cant be 100% sure. Ive got the feeling its engine oil that has ended up there. Ive tried cleaning it with hot water and hot soapy water but to no avail

Has anyone got any ideas of what to use ?

I use WD40 or Simonize back to black
 
Is that on the bumper or on the bumper protect plastic thing....
 
how would engine oil get on the rear bumper - thought it was only the old vans with the engine in the rear
