Water Resistant Seat Covers

Suspect I am being stupid, but I have the genuine VW seat covers and on the front seats one strap at the bottom goes over the plastic eat base and the other one is threaded through it, can anyone tell me which is the correct way to fix them, or does anyone have any instructions? Does it really matter?
