2012 VW California Diesel heater issues

I’m having some issues with our 2012 VW California 180 PS. A few months ago I came out to the sound of the diesel pre-heater constantly running. It sounded like a fan constantly running coming from the engine bay. It was not the vans leisure heater. I called out the RAC who disconnected something underneath the van. This switched off both the engines pre-heater and leisure heater. I have been advised by VW that it’s likely the engine bay control into that is at fault for the issue and may need repair replacement and this can range from £1000-£3000. Does anyone have any experience with this issue, and is it possible to bypass the diesel pre heater but still use the vans leisure heater. Any advice appreciated.

I'd be suspicious of the word "likely". They will be unlikely to refund any unnecessary expenditure of £1-3k if it turns out it wasn't the cause of the fault. A second opinion would be my first move.
