Auxiliary heater

I have a 2007 Cali and the Webasto hasn’t worked since I got it. Using VW software I have unlocked it and it blows cold air then fails to start 3 times before locking again. Fault code on the software is 00658 Control head open circuit. Anyone had this before? Is it an internal fault in the control panel in the vehicle?
For information: heater has been removed and serviced, leisure batteries are new, earth shunt has been done, fuses all good.
Any help would be great.

take the control panel out and make sure all the plugs are fully home

Morning, I have checked that and all appear ok. It also turns the blower on fine on the heater just doesn't allow it to start heating.
