It is a digital tachograph, or it would be if it was fitted.
For recording journeys.

Radio 4 is one of my favourite channels! If I do get rid of it it's either classical FM or radio Moscow

The thing on top of the dash looks eminently removable as well!

Looks like an extension to the usual cosmetic panel which has 3 trays for different sized paper clips. Easily removed by levering up at corners with suitable trim tool. But ... you will then be left with panel sized hole offering views of the back of the radio and lots of wires and things. Dyddi
