Cigar socket in Cab & Kitchen unit

I was going to use the cigar socket on the top of the dash in the tray, but it is always live , which i find strange ? Is this normal for a 2015 model, also is the one on the side of the kitchen live all the time also

Dashtop 12v socket normally Leisure battery.
12v socket in pull out cupholder draw Engine battery .
But can be miswired so check voltage and compare with Control Panel voltage.
