Evening, does anyone advise as to whether I can buy the 'Green Badge' for driving through Germany when I arrive in the country or does it have to be purchased in advance.

On the official website I can’t see any mention of buying a sticker once you arrive. If you have 2 or 3 weeks before your trip it would be advisable to but online. Go to the official website not the ‘vignetteshop’ and you’ll only pay about €6
Mine came within 2 weeks. The one issued by Berlin is valid for all of Germany.

I think you can buy an umwelt plakette from most TUV (MOT) stations if you can present your V5C but as above the Berlin official site is probably the best on-line source. The Berlin site is the place that I have purchased from in the past.
 
Indeed, you can get the sticker in every place that is authorised to do the German MOT. That includes most car dealerships and the bigger independent workshops.
 
Mine arrived in a couple of days (although that was pre brexit) so if you've got time I'd recommend buying in advance. As above you can get it from dealerships etc. I actually didnt end up in any cities that needed it rather ironically.

Don’t forget that it needs to be placed on the drivers side of the screen for our right hand drive vehicles.

Yes. The badge relates to Euro Emissions. Certain cities or towns restrict entry depending on Badge colour.
If you don't have a badge you are not allowed entry no matter what Euro Emissions standard you are.
