Mot failure: No rear seatbelts

Just had a call from my local garage (who I am usually very happy with) that my van failed its Mot because there were not seatbelts.

I explained that the belts were hooked around the back of the seat and fixings were under the seat. But - too late apparently, They already post a red Mot FAIL.

I'm annoyed they didn't ring me up to ask before failing it. Anyone else had this sort of problem?
 
Similar but with a car rather than the Cali. I had put the rear seats down in order to put a bike in the back and ride home on. In that case it passed but with a note that the rear seatbelts hadn’t been checked. This was quite a few years back so rules might have changed since then.
 
An interesting discussion with the mechanic. Apparently, when the tester begins testing, they push a button and can't be interrupted or ask anyone to help. if they can't figure out the seatbelts. It's a fail. If they can't read the chassis number because there is something in the way, they can't move them. It's a fail.
Warning to anyone - put yer rear seatbelts in place before you go for an mot
