plastic wheel nut cover with inserted solid tube???

Hi, just discovered a black plastic nut cover the size of a wheel nut but with a solid tube insert that can be popped in and out.

Found in bag with wheel locking nut adaptor - does anybody know what this is please?

Ta - O never thought of that - do you mean the spare wheel cap on the security bolt?
