From the body flange over the rear wheel but old style tail lights, looks like 1970-72. I love these vans, drove coast to coast in the U.S and up into Canada more than once when I was younger (over the Rocky Mountains in 1st and 2nd gear was slow, but hey, the company was the best), but I'm sorry, if it's not Westfalia equipped with raising roof and the iconic louvered folding glass windows, it's not a camper.
