T6.1 ocean fuse panel

I’m in the process of hardwiring a dash cam and have been a bit stumped as to what’s going on with the fuse panel in my Nov 22 Ocean. Picture attached.
My plan is to use the 15A blue fuse circled in red, does anyone have any better suggestions for fuses to use or what the 15A fuse is for?
I’d like the Dashcam to only power up with ignition on.
There are already 2 piggyback fuses located on the panel but for the life of me I’ve no idea what they are for‍?
Does anyone have anything similar going on with their fuse panels. At first I thought it might be an existing wired kit for a dash cam but I can’t trace it and there’s no ends in obvious Dashcam locations.

Have you found an earth point to use, that's the bit I'm struggling with?
 
For earth there are plenty of chassi points not far from the fuse box.

I can't recall the exact fuse I spurred off but just find a switch live with a multimeter.

As I had to take the A pillar trim off I used the metal bracket that holds the grab handle onto the pillar.
Loosened one of the screws off and slipped it under that.
 
Why not use 12V on top of dashboard ?

My further tip, @Up10, is take out VIP (or life) membership and get to grips with the filtering capability of ‘advanced’ search on this forum.

This will more easily useful information here.
