Brandrup isotop part id.

Hi all
I've recently fitted a Brandrup isotop in a California 5.1 and I'm left with the following part. It's a black cord with a velcro pad at either end. I can't see any mention in the instructions and have absolutely no clue what it might be for. Would be grateful for any thoughts!
