Headlights connected to ignition switch

Hi there,

Is there a quick fix to connect the headlights into the ignition switch? In Norway you have to have the driving lights on when driving, and it's easy to forget turning them on/off. Do I need to replace the standard light panel?

The car is a 1999 California 2.5 TDI.
