It is the Tie Down Kit for the Roof. If the Hydraulics fail there is a procedure to Manually Lower the Roof and Tie it down with the straps and inserts that go in the Roof and Awning rails so that you can drive the vehicle . See California Supplement Handbook.

well it was new to me must have missed it. ( or memory going) been spending too long out it the van rather than looking at forum
