It sounds like there is a Rivnut / Nutsert (combination of rivet and nut) that has come loose. They are inserted into a drilled hole and a 'setting' tool used to expand and spread out the section at the back so it grips the thin metal.
To fix you will need to first remove the bolt that is spinning, Try undoing it at an angle to increase the friction between rivnut and drilled hole. Or can you get some pliers or mole grips on the flange of the rivnut?
Once out you then need to tighten up the Rivnut so it is gripping the steel better. Probably need to find someone (engineering company or general workshop) who has the rivnut setting tool. There are some guides on uTube where people tighten them using a bolt and nut. (search "how to tighten a loose nutsert" ).
