I have a 7 seat beach, 16" wheels, 215/65R 16C 106/104T tires. I would like to carry 7 people (75k each) and 7 bikes (+/- 14k each). Can I use both a tailgate and a trailer hitch bike rack? Beach means more payload capacity than an Ocean, but extra seats are heavy. Can this be done?

Well, looking at this picture, doesn't look like there's space below the tailgate bike rack, although my Fiamma rack seems noticeably higher than this one using the side window line as a reference.

It might have a higher payload capacity but having all that weight, bikes and racks, hanging off the backend?

Why not use a trailer and be safe?
 
As @WelshGas says rear end weight will most probably put the rear axle loading over it's limits especially with 7 passengers and luggage onboard.
