When I worked for BT Ofcom definitely kept an eye on us, but that was a long time ago!
Since I became a radio amateur I have seen a different side of it all and I do think that Ofcom is so stripped back the focus is different now.

I know that for example that the new VDSL tech is causing massive interference in a lot of areas, such that many radio amateurs effectively can't use their allocated bands because of the high level of radio interference being emitted. Even with the huge amount of studies and data showing the cause and effect, Ofcom are still taking BTs line that there is no problem. Seems to revolve around the fact the regs cover equipment but they don't count the wires which are acting as antennas for that equipment. Fast broadband seems more important these days sadly. I am sure if it infringed on emergency frequencies it would soon be resolved.
