Driving in Bus Lanes?

Yesterday I saw a transporter driving in a buss lane. Does anyone know if rules apply to the use of buss lanes and if perhaps a Cali would be allowable?

I have seen a lot of things driving in bus lane does not mean it is legal -a lot of bus lanes are only a bus late at set times of day.
