Draining Tanks and pipes for a german winter

need to drain water pipes in cali but cannot find the fuse to take out before opening the water tap,the fuse number in the instruction book is S1 16 but cannot find this fuse number.Have found fuse box below dash,any help would be appreciated.It gets below minus 15 c where we are in north east Germany so draining tanks alone is I assume not sufficient.
