For anyone flying a drone in the EU you now have to take a basic test and register (as in the UK). This site is currently offering the info and test in Luxembourg, all online and in English. Takes about an hour to read the bumf and do the test. You then get a certificate from the Luxembourg aviation authority which is valid for flying in all EU countries and some others like Norway, Iceland. The authorities everywhere are now clamping down on unregistered users so it's well worth doing.
Note. This is purely for recreational flying, not commercial use. That is entirely different.
