Is the diesel parking heater on the service schedule and how often should it be serviced re safety & emissions?

No, there is no service schedule.
The manufacturer recommends running it for 1 hr minimum on a monthly basis.

Personally I run for an hour to ensure it gets to temperature. 30 mins might be adequate.
