Replacement bulb set for Continental driving

My manual does say I can change the additional headlight!! I can't even see that

Just checked ....so the Bixenon is low and high beam in the one bright light unit
There is another headlight, that only comes on on high beam, and is much more feeble( normal)
Is it perhaps some sort of safety .......but if a bi xenon blew I wouldn't want to go on high beam, as the other bi xenon would take people's retinas out
Anybody know??
