It’s about a 30min (max) drive to the port. Get there early and spend a couple of hours in Castro Urdiales.

Or the Aire Camping-Car Bilbao gets good reviews.

We haven't been, but booked Camping Santa Elena for end of this month- it is about 1 hour outside of Bilbao

We stayed here mid-May before getting Santander ferry home. Excellent site with good facilities including bar and restaurant http://www.campingramales.com/ Site is probably mid-way between Santander and Bilbao so around 40-ish minutes to Bilbao?
