I keep mine under the driver's seat along with snow chains, bicycle tool kit, bike pump, first aid kit, 1 litre oil, and warning triangles.

It’s a torque wrench for getting the correct level of torque on the cycle rack bolts. Just line up the pointers when tightening....

So unless you intend to refit your rack away from home it’s safe to leave in the garage....
