240 socket outlet on side of sink unit

On my second outing in the California, and wanted to use the socket, but it appears to be dead. Do you need to have an electrical hook up before this socket works?

Yep the one beside the cupboard needs hook-up
The on below in the pilar can be used any time using the lesure batts
The 12v socket beside cupboard also uses lesure batts

Yes correct you need a hook up for it to work the only 240v is the inverter.
