Yes but after the bang of the arm snapping it would be too late.

You were lucky that the arm snapped.

My rear wiper got stuck on a bkie peddle and rounded the toothed
washer type thing fixed to the van.
The toothed thing on the arm was fine, anyway it left me with
a limp rear washer,wouldn´t work. The only fix was to grind off
the toothed washer thingy and replace it.
A quick fix, if you´ve got the tools and the part and also if
i´m there with you.

Yes, but not by turning the wiper off - which is the first thing you'll try.
