The bike rack sit and clamps to the tow ball. The arrangement on the bike rack that receives the tow ball has an "end stop", i.e a collar* . This sits just under the tow ball and will set the height of the rack when clamped.

The "collar" on mine was "slightly" raised. I took away a very small amount of material away at this point (think of skimming). This allowed the bike rack to pivot a little more (backward) allowing the tail gate to clear.

*think of a shirt collar - the tow ball is your head / your neck is the shaft under the tow ball.

Yeah I think I understand you.
So the trimming is actually off the round section that clamps down on the ball.
 
Yes and no. The collar is fixed so unable to clamp.
