Hi Vis jacket or vest

Having baulked at the cost of buying these from VW with our new van, the time has come to renew my tattered low Vis vest. It seems EN 471 is the standard but is a vest acceptable for each passenger as opposed to a bulky jacket?

The fit snugly in the front seat side storage location to comply with the Spanish requirement that they are accessible before leaving the vehicle.
