I do not drive at 44 mph on a free flowing motorway, I drive at 60 - 65 mph, accelerating to up to 70 mph to pass slower moving vehicles.
And if you think that the range of speeds on a free flowing motorway is 56 - 70 mph, you are very much mistaken.
I have already given at least two examples of motorway user where the recommended maximum speed is 50 mph or less (civilian highways agency drivers and those towing horse boxes); and then there are those who drive faster than the limit. 40 - 85 mph is a more realistic range.
Compare that to motorways in some other European countries: Poland and Bulgaria have a speed limit of ~85 mph, German motorways often have no limit at all. On both you can reasonably expect to encounter a motorist driving at about 40 mph, so the range of speeds may well be even greater.
